Emergency Weather Shelters (CA20‐0001): A new Chapter of the MVMC to be named Chapter 8.50, Severe Weather Shelters. This new Chapter of the MVMC allows the Mayor to declare when a severe weather event is likely to occur which allows a religious establishment, fraternal organization, public agency, or other entity to open and operate a shelter for the homeless with the issuance of a Temporary Use Permit so long as the proposed shelter meets prescribed basic building safety standards. 2. Safe Parking (CA20‐0002): A new subsection to Chapter 17.210, Temporary Homeless Encampments, to be named 17.210.070 Safe Parking Accommodations. This new sub‐section to the MVMC allows the homeless to temporarily park and sleep overnight within their vehicles (as means of shelter) on property owned or managed by religious organizations. 3. Permit Timeline Extensions (CA20‐0003): The proposal is the redesignation of a portion of the site FROM Church (CH) TO Medium High Density Multi-Family (MF-MH). It should be noted that before the redesignation could become effective a short plat separating the two portions of the site will be necessary. CITY FILE: Skagit County Softball Fields, PLAN20-0239APPLICANT: Freeland & Associates on behalf of Skagit County Parks and RecreationSUMMARY: The project includes replacement of four existing softball infields (currently compacted soil) with artificial turf. The existing infields will be stripped and sub-grades graded to drain at minimum 0.5% slope. New infields will collect stormwater runoff underground through the use of either underdrains, drainage mats or similar geotechnical products that allows subsurface sheet flow. The entire site includes three tax parcels totaling 28.9 acres. Proposed work for the softball infields will impact an approximate 1.6-acre section of the site. Earthwork associated with the proposal will include an estimated 1,680 cubic yards (cy) of cut material and an estimated 1,250 cy of fill material. Wetlands have been identified adjacent to the softball fields. All work associated with the project will be located more than 200 feet from the closest wetland. CITY FILE: Pacific Pride Soil Remediation, PLAN20-0226APPLICANT: B, B & A Environmental, Randall Boese for Martin Family LP SUMMARY: Soil remediation at the Pacific Pride site will be completed to remove and mitigate for petroleum hydrocarbons that have been released underground. The remediation consists of chemical injections into the ground to mitigate for petroleum contaminates, excavation and disposal of contaminated soils, and importing structural fill and asphalt to restore the areas that were excavated. Approximately 700 cubic yards of petroleum hydrocarbons contaminated materials will be excavated from the site and disposed of. CITY FILE: City Stormwater Main Upgrade, PLAN20-0194APPLICANT: City of Mount Vernon, 1024 Cleveland Ave, Mount Vernon, WA 98273 blainec@mountvernonwa.gov SUMMARY: Proposed is an upgrade of an existing 12-inch stormwater main to a 24-inch stormwater main with the installation of approximately 45 feet of pipe to connect to an existing outfall structure where Kulshan Creek flows west to the Skagit River. The project will complete the stormwater conveyance system which flows south from College Way. A trench approximately 4 feet deep covering 135 square feet will be dug to install the new pipe; this trench will result in approximately 20 cubic yards of material being excavated and replaced. This project will occur within the outfall structure for Kulshan Creek, is within 190 feet the Skagit River (that does contain species of fish that are listed as endangered and threatened per the Endangered Species Act), and is within the FEMA floodplain. CITY FILE: Skagit Fields, PLAN20-0184 - SEPA, PLAN20-0185 - Critical AreasAPPLICANT: Skagit County Parks, Brian Adams, 1730 Continental Place, Mount Vernon WA 98273 Briana@co.skagit.wa.us SUMMARY: Proposed is the construction of five soccer fields, six picnic tables on concrete pads, a wood chip plaza area, and wood chip paths to connect the fields and to connect to offsite paths and sidewalks. Parking for the fields will be provided in the existing Skagit Valley College Parking lots adjacent to the fields. Sanitary service will be provided at a recently installed restroom facility at the existing playfields to the north. Skagit Fields will be constructed of natural soils and turf to minimize impervious areas and reduce overall construction costs. The fields will be deeply tilled, graded and covered with up to 3 inches of motor sand, a final 1 inch of blended levelling sandy soil will be distributed over the entire field(s). The fields will be sloped from north to south at an average gradient of 2%. No underdrains ae proposed. Each field will be adaptable to all levels of play with moveable goals and no permanently installed field boundaries. Irrigation will be provided on a temporary basis as needed to establish grass. No lights are proposed. Earthwork associated with creating the fields is expected to be approximately 19,000 cubic yards and include cut, fill and till for ballfields then top dressed with sandy soil to create playable fields. Comprehensive Plan Amendment requests that were submitted prior to the deadline of January 31, 2020 along with the Development Services Department’s legislative work program suggestions will be presented to the Mount Vernon City Council at 7 pm on Wednesday, June 24, 2020. The City Council will only be making a decision regarding which amendments and legislative work program items will be considered/processed during the 2020 amendment cycle; no analysis of the merits of any request will be presented at this hearing. CITY FILE: PLAN19-0169 ViewMont Estates MH Site Plan Review APPLICANT: Huitt-Zollars, Inc SUMMARY: The proposal is to modify the existing site plan for the ViewMont Estates Mobile Home Park. The modification consists of the addition of two sites to the park bringing the total sites to 99. The two new sites will be located within the existing RV storage area and will be approximately 3,600 square feet each (40’ by 90’). Each site will accommodate a mobile home unit no larger than 14’ by 40’. The RV storage area will be reconfigured and the maintenance shed relocated. The proposal is located in a mobile home park with non-conforming structures that were approved with the original site plan. This proposal also includes a non-conforming special permission approval to allow for the continuation of the non-conforming structures within the remainder of the park. CITY FILE: PL19-0236, Dike District #1 Seepage Berm and SEPA Review DATE: February 7, 2020 APPLICANT: City of Mount Vernon SUMMARY: Dike District No. 1 operates a flood control levee in the City of Mount Vernon and Skagit County. In 2018 the City of Mount Vernon processed the required SEPA review and Shoreline Exemption for the portion of the project within the City Limits. Since that time, it has been determined that the City would be the appropriate lead agency for the portion of the project within the County and is now processing the SEPA review for the remainder of the proposal within Skagit County. The overall purpose of the proposal is to maintain the aging sand filled levee. This current proposal seeks to add approximately 1,500 lineal feet of 15-foot-wide rock seepage berm at the landward toe of the levee along the (north) right bank of the Skagit River. A soil cap will be added over the rock widening the top of the levee to 20 feet across. Construction activities will occur beginning at the landward side of the top of levee. The top of the levee will be expanded in a landward direction an additional 20 feet, while the toe will be expanded in a landward direction an additional 15 feet. The existing height of the levee will not be increased. The project will result in a pervious berm which allows for infiltration of surface water while providing additional ballast to prevent damaging boil ups during flood events. CITY FILE: PL19-0252 APPLICANT: Grace Christian Fellowship PUBLIC HEARING: Hearing Examiner Public Hearing - Wednesday, March 18, 2020, 9:00 AM, City Hall, 910 Cleveland Ave, Mount Vernon, WA SUMMARY: The proposal for a Conditional Use Permit (CUP) to allow the operation of a Church Use in a portion of a building located within the C-2 zoning designation. Churches within the C-2 are required to have a CUP. Grace Christian Fellowship (GCF) occupies approximately 2,654 square feet of the 9,393 square foot building. Other uses within the building include a beauty salon, a nail salon, Domino’s Pizza, and a vacant tenant space. The Church has as part of its lease 23 parking spaces (2 are accessible) which is adequate for the use. The Church hours are most of the day Sunday and Tuesday through Friday evenings while the other uses occupying the building have primarily daytime hours. CITY FILE: PLAN19-0013 APPLICANT: City of Mount Vernon SUMMARY: Proposed is the construction of an access road, a new trail head, an approximate 60 stall parking lot, restroom, a bicycle skills center and picnic table area to serve the public in a portion of Little Mountain Park. Tree removal over approximately 2-acres is proposed with an estimated 7,500 to 15,000 board feet of timber to be harvested. An estimated 7,300 cubic yards (cy) of material will be exported and an estimated 200 cy of material will be imported as part of the proposed improvements. The site terracing will require the installation of numerous retaining walls. Site storm water will be routed to dispersion trenches where it will be treated and fully dispersed over native cover. CITY FILE: PLAN19-0027 & PLAN19-0028 APPLICANT: White Leasure Development Company SUMMARY: The proposal is the construction of an approximately 3,010 square foot convenience store with a fuel canopy (up to 8 fueling positions) and two 20,000-gallon underground fuel storage tanks on a 0.99 acre parcel. The fuel storage tanks will be roughly 15 feet deep and will require an anchoring system to prevent upheaval from buoyancy forces resulting from high ground water conditions at the site. Site improvements will include 13 parking stalls and sidewalks to connect to the existing Freeway Drive sidewalks. The site is located within the 100-year floodplain and he project will require approximately 3,798 cubic yards of fill to elevate the building above the base flood elevation. The residential lots range in size from approximately 7,500 square feet (sf) to 11,800 sf with an average lot size of 8,061 sf. Approximately 2,975 linear feet of new public roads, 3,100 linear feet (lf) of 8-inch potable water line, 3,200 lf of 8-inch sanitary sewer lines and structures, and 520 linear ft of 8-inch storm sewer conveyance lines, two stormwater facilities and dry utilities (power, cable, fiber, etc) will be constructed/installed to serve the proposed residential development.
