Building Division:

The Building Division is responsible for administering the codes that regulate construction and for issuing permits.  This responsibility includes inspections, code interpretations, plan review, and regulation enforcement.  This Division has a remarkable inspection turn around time -- over 90% of their inspections are completed within 24 hours! 

This Division also completes flood regulation review and compliance, and is the lead on the City's Community Rating System. 

Answers to common inquiries to the Building Division:

The City has adopted the 2012 International Building Codes; 2012 Uniform Pluming Code, and the 2012 Washington State Energy Code.

Electrical Permits are through Labor and Industries.

The Engineering Division is responsible for administering the codes that regulate infrastructure; such as, sewers (sanitary and storm) and the earth disturbing activities that go hand-in-hand with infrastructure installation. 

This Division also reviews and approves Boundary Line Adjustments, Lot Certifications, Right-of-Way Permits, Street Vacations and completes Traffic Concurrency review for projects.

The City has adopted the Department of Ecology's 2005 Stormwater Management Manual for the Puget Sound Basin.

Planning Division:
 
The Planning Division processes both current and long-range projects and plans.  Responsibilities include maintaining compliance with the Growth Management Act (GMA) mandated Comprehensive Planning and related legislative issues as well as the day-to-day planning activities such as subdivision approvals, zoning compliance, SEPA processing, annexations, and critical area review and approval.

On average, this Division is able to process technically complete commercial site plan review with the SEPA process in just six (6) weeks!
